Age Verification

("Age Verification, Stiletto, Fluorescent")

Introduction

In the past, online age verification was used to prevent children from accessing taboo content on the internet. However, over the last few years, it has rapidly been rolling out on major websites, including Instagram, Roblox, and YouTube. Coincidentally, governments across the globe are enacting legislation mandating age checks on several websites. For example, new laws in Australia and France enforced strict age checks on social media sites to prevent children under 16 and 15, respectively, from accessing them, and a sweeping UK law mandated age verification across numerous websites.

While proponents of these bills argue that they help to shield children from inappropriate content online, they have also come under fire from human rights advocates and netizens, who claim they threaten privacy, security, and freedom of speech on the internet. So what exactly is age verification, why has it suddenly become so ubiquitous, and why has there been pushback against it?

What is Online Age Verification?

The goal of online age verification systems is to block unauthorized users, primarily children, from accessing inappropriate content online. Online age verification is often done in three ways, each with varying degrees of effectiveness:

The most commonly used method is an honor-based “soft check” where the user simply enters their date of birth into the website. The main drawback to this method is that the soft check can be easily circumvented, as there is no way of ensuring that the user inputs their real age. Another emerging age-checking technique employs AI to estimate a user’s age by scanning their face and analyzing its features (Tom’s Guide, 2025). This form of age verification is often handled externally by private companies such as Yoti and Persona, which have partnered with companies such as Instagram. While more sophisticated than honor checks, the AI can be inconsistent and spoofed by users.

A third method involves prompting a user to upload a valid photo ID to the website to validate their age. This method is quickly becoming the favorite of many popular websites and governments due to its effectiveness and difficulty to circumvent. Most large tech sites that employ age verification use this method, including Instagram, Roblox, and YouTube. However, due to its invasive nature, this method has also been the source of much of the controversy over age verification systems.

Why is Age Verification Becoming So Widespread?

Motives for age verification rollouts vary by platform and by country, but most aim to keep minors off of social media or to prevent children from interacting with inappropriate content. Research on social media’s effects on children has shown overwhelmingly negative effects, including worsened mental health, sleep issues, and addiction. (Electronic Frontier Foundation, 2025). As a response, governments around the world have enacted bans to prevent children from accessing social media websites.

For example, Australian Prime Minister Anthony Albanese justified his government’s age verification laws by citing the negative effects of social media on children’s mental health, and compared the law to a minimum drinking age. Similarly, French president Emmanuel Macron championed France’s age verification law as an effective way to prevent cyberbullying and excessive screen time.

Additionally, some companies have rolled out age verification to shield minors from interacting with adult material. For example, Roblox’s global age verification was rolled out to prevent children and teens from interacting with adults. Discord’s age verification systems were also justified in a similar way, with the company stating that age verifications are a necessary way to prevent younger users from stumbling upon inappropriate content. Websites that do not implement age verification in the jurisdictions where they are mandated can face heavy fines. For example, Australia threatened non-compliant websites with fines up to $33 million dollars. As a result, social media websites such as Facebook, YouTube, and Roblox have voluntarily expanded their age verification systems globally to prevent being fined by other governments.

Security and Privacy Concerns

Despite the intended safety net that age verification could provide to minors, age verification, especially photo ID-based age checking, has also stirred considerable controversy due to concerns about user privacy, security, and freedom of speech. Security advocates have voiced concerns about data leaks that could expose user IDs. For example, a third-party platform that handled ID checking for Discord suffered a massive data leak last year, where almost 50,000 IDs were leaked online (ABC News, 2026). Although age checking is often advertised as secure, tech companies have come under fire for poorly handling personal data in the lead-up to data leaks.

Additionally, netizens have widely criticized age verification laws as a threat to freedom of speech and expression on the Internet. Activists claim that users who upload their data online can be subsequently targeted and traced online (Reuters, 2024). Thus, age verification laws would effectively weaken internet anonymity. As a response to backlash against age verification systems, some websites, such as Discord, have postponed their rollout of age verification systems. However, governments have been unabated, as age verification laws continue to be introduced in Canada, Indonesia, the European Union, and 32 US states.

Conclusion

The rollout of age verification laws over the last few years has been swift and shows no signs of slowing down. If age verification becomes a mainstay online, it is absolutely essential that it be carried out in a secure way that protects the anonymity of its users. From increasing transparency to open-sourcing age verification tools to encrypting and quickly deleting sensitive data, age verification systems can be easily and robustly secured.

When done correctly, age checks can successfully prevent children from the harms of social media and adult material. However, unless companies are able to secure user data and governments do not have access to uploaded photo IDs, today’s age verification systems cannot be trusted to keep the internet safe for everyone.
